"A Pentagon board created to review medical disability ratings of wounded and injured troops has received applications from fewer than 4 percent of those eligible for consideration, the panel’s president said Sept. 30. The Physical Disability Board of Review reassesses disability ratings assigned to service members discharged between Sept. 11, 2001, and Dec. 31, 2009, since January 2009, the PDBR has received 2,842 applications out of more than 77,000 troops who qualify.
Those eligible received ratings of 20 percent or less from their services. At the 30 percent threshold, military personnel qualify for medical retirement and an array of lifetime benefits."
